The hazardous classification changes the design of the plants depending on classification. Lithium plants are pretty much closed system most of the time anyway especially battery chemical plants to ensure no impurities get in.
it will increase the cost of the plant and prob operations as well. I wouldn't think it will be hugely significant as no one designs plants that exposes people to these chemicals and lithium dust anyway.
Better for VUL to get this through now if it does go ahead. Not good news for older plants. if it goes ahead in Europe it will follow on in US and other countries I'd imagine.
Anyway certainly not a huge issue and it's manageable for VUL, just not ideal.
