I don't know which numbers you are using but comparing the scoping study inventory Cu and Zn grades to the 1% cut-off resource grades reveals dilution running at about 37% - better to compare copper and zinc than the less important metals.

    Cu 2.23 / 1.62 = 1.37
    Zn 5.32 / 3.89 = 1.37

The above is simplistic. Low grade resources which were diluted to below cut-off would not have reported to inventory. The remaining resource which made it into inventory would therefore be of higher grade and dilution similarly higher than that indicated by the simple divisions above. Plug some numbers into a couple of simultaneous equations and you'll be left wondering.

The dilution is very high but it was a scoping study and there are a few long-hole stoping parameters which can be changed before abandoning it for a more expensive, less productive and more dangerous stoping method:

    - level spacing
    - stope length
    - ground support intensity
    - backfill interval - level vs stope vs blast
    - longitudinal versus transverse

We'll see what the waste-of-time scoping study mk II reveals before the hopefully more meaningful PFS gives us something substantial to chew on.
