I am not sure wether this only includes batteries installed in NEVs sold in China or "made in China NEVs" in general, but in any case it is normal that the number is below the battery production number, because Chinese battery makers also export batteries, there is a general growth trend and also seasonality effect which makes it logical to produce more batteries in November including for inventory restocking.
