update, looks like EV incentives will go beyond 2023:

The BMWK has essentially confirmed the cornerstones of the agreement on the regulations for the environmental bonus from 2023. However, there are some more specific dates that were still unclear in the “Handelsblatt” article. From January, companies will also be entitled to apply, and only from September 1, 2023 will only private individuals be able to apply for the environmental bonus. An exception for small businesses and non-profit organizations is currently being examined by the BMWK.
The reduction in the subsidy rate to 4,500 or 3,000 euros (up to 40,000 or 65,000 euros net list price) will take effect on January 1, 2023 - as reported only for purely electrically powered vehicles, i.e. BEV and FCEV (although there are currently no fuel cell cars for less than 40,000 euros net list price. Only BEVs and FCEVs up to a net list price of 45,000 euros will be funded from January 1, 2024. For more expensive vehicles - and as of today all FCEVs available on the market - there will be none in 2024 promotion more.
According to the ministry, the date of the funding application, which requires approval, remains decisive - in view of the delivery times, there is no change to the order date. The BMWK even speaks of the planning security that is now emerging, “because the delivery times for most electric vehicle models are less than twelve months. As a rule, battery electric vehicles that have already been ordered can still be funded, albeit at slightly reduced funding rates.”
As has been the case since the introduction of the innovation premium, the manufacturers' share should continue to amount to 50 percent of the total federal funding in the future and be added to the determination of the total funding. The BMWK is in exchange with the manufacturers for this purpose, according to the message. But: When the funds are exhausted, the subsidy ends with the environmental bonus - and with it the manufacturer's share.

    ...

So much for the part confirmed by the ministry. The part that is important for many customers - how big the subsidy pot actually is, is not specified by the BMWK in the message. As mentioned above, the “Handelsblatt” had written of 2.5 billion euros. However, a report by “tagesschau.de” states that according to government circles, a total of 3.4 billion euros are available – specifically 2.1 billion euros for 2023 and 1.3 billion euros for 2024."

It was also reported that Mercedes-Benz stated that it can save up to 50 % of its gas consumption in Germany. Audi head of production stated 20 %.
