I would never agree with any zero deposit loan for anything. All that does is create a boom/bust cycle hurting everyone in the supply chain including many of the end customers who should have never signed the loan document in the first place because they really couldn't afford it but were enticed in anyway by the policy and told a few little lies to obtain the loan. The boom part of the cycle also facilitates the sale of substandard vehicles which also hurts legitimate sales later on making the bust part worse.

Its far better to accept a slowdown or use other methods to encourage sales than a zero deposit loan policy because the short term hit doesn't benefit anyone in the long term apart from those few who can accurately read and take advantage of the situation to the detriment of the majority.
