Even if total sales in Norway are down a bit so far in 2024 pure petrol and diesel together have 4% of the passenger car market, proper EVs have 89% and various hybrids have 7%. That doesn't look like a low EV penetration rate to me especially when the percentage of ICE sales has been similar since 2021.
