I'm with you on your first focus - ultimately demand will drive the price into that range. The collective demand from all NdFeB uses.
Your second focus is, with all due respect, flawed. Emission targets WILL change, in all fossil fuel uses. More importantly, who do you think is paying for the massive cost global warming putting on us already? We are talking about $100s of billions.
The BEST solution in terms of vehicles - because we have the technology - is urgent electrification of the car fleet, stimulate it with incentives if needed, then put pressure on a green energy grid. We CAN do it, yes it may cost a bit now, but the alternative is far far more expensive.
