A couple of comments. Firstly, where is Japan on that list? Given their production you'd think their uptake would be of interest. Also they have fairly strict laws on the age and safety of cars allowed on the roads.

Secondly, I think uptake of EV will be partially linked to acquisition and running costs. So the relative costs of petrol/diesel in a country as well as that counties tariff/duty/tax system. The USA which has really cheap petrol and it's own car industry (and who knows what tariffs currently or likely to be put in imported cars) and a huge second hand car market make it hard to increase EV cars by any decent proportion. Tesla is giving it a go but is a microdot on the numbers of cars already there and being manufactured.
