A registration plate has been a big part of the subsidy package Beijing, Shanghai, etc, otherwise without connections you have about 1:200 chance effectively in a lottery.
That's exactly why 54% of Chinese BEV sales in 2017 were basically electrified tin cans, with the primary goal of securing a number plate.
As a result State subsidies were nearly abandoned in 2018 but at the last minute adjusted to range to eliminate much of the low end from mid year.
Again this June that was tightened further with the current plan to delete them altogether EOY.
Many cities have, and the rest should, ban or surcharge older pre Euro 6 or equivalent inner urban, at the same time facilitate small BEV or perhaps the much cheaper Full48VMH, as share vehicles, the ones that average ~30klm daily,but on a sustainable, non subsidised basis.
