Marking all human consumption by energy cost / type / emission and taxing? it.
It would probably shock the average jock in the street and alert them to reconsider their lifestyle ..... alerting them to the considerable hypocrisy in which they now may engage in regard to emissions and resource use overall.

It should in the first instance be acknowledged that the scope of emissions in capital costs of the power station and the vehicle are vastly different as are, the operational costs of
both pieces of plant and their respective capex/ opex ratios.
The efficiencies in utility are vastly different too.
Energy Inputs and energy outputs of a motor vehicle per capita utility over useful life compared to the power plant are comparatively very wasteful.
A power station will be operated to the end of its useful life.
The motor vehicle will become redundant/ scrapped most likely well before its useful life expiry.
