Large graphite anode batteries could be used to store wind or tidal generated power, but ultimately mudguts has a point. Personal vehicle use would need to be cut back to really reduce emissions. We see this happening in China's Belt and Road Initiative, and in other places not beholden to market fundamentalism. China producing high speed rail systems the world over, will see much smaller reliance on cars. Developments of this nature are impossible to imagine in neo liberal economies like Australia or the United States. That's why they are being left behind, and these are the real source of antagonism between the US and China.
