Thanks for the detailed reply, it makes sense.

The only slight misgiving I still have, and I don't want to read to much into it, is why 'evaluating' certification, rather than say 'undertaking' certification. I guess they need to evaluate what needs to be done to get the process underway, so it's a start at least!
