It will remain elevated the price is anyones guess.
Prices don't fall when you need it to be in transit, then blended and transit again. Each person in the chain needs to make money.
Not to mention some of it will be lost from global trade given risk of being caught out. Not to mention the energy used in transport and blending something that didn't need it previously.
