the 95% of the population was those who were vaccinated in the first round. it was this enabled herd immunity and allowed all the restrictions to be dropped.
its uncertain how many were "forced" to accept vaccination, but as we saw on HC there were some who maintained their refusal. they were pretty far gone in the anti-vax stakes - extremists. not many people are so extreme as to risk their lives by ignoring sensible, standard medical advice. we have a larger proportion of extremists on HC.
recall too it was the extremist anti-vax mob that were screaming alarum and in dread emotional fear of the vax with all the nonsensical fear mongering they espoused
but the point is that the 95% enabled the economy to get back to normal.
