In my opinion, considering the amount of money needed, GIP's market cap is way too low. A scrip issue to other parties is not feasible at current prices without badly diluting all current GIP shareholders. GIP needs to be about 25c to 30c for a reasonable scrip issue in addition to borrowed money.
