    As promised.

    This is a post for the China 'true believers' - and food for thought for others (including for Harvett re his MPS posts last week).


    Why were the field trials reduced in number from 20,000 to 5,000 following the unfortunate QC issue a few months ago (which required the commencement of the trials to be delayed to late February)?

    Answer: So that the trials can still be completed by the end of March.

    But why is it so important to complete the field trials by the end of March?

    SBN’s recent update didn’t tell us why. It merely said that final approvals were still expected by June-July. That’s all.

    I can now tell you why.

    It’s simply to ensure that the approvals process accords with MPS’ annual budgeting and purchasing timetables – and these are tightly scheduled.

    This is how it goes:

    1. The Central and local Governments allocate their annual budgets in APRIL every year (through organisations such as MPS).
    2. Currently the annual budget from local and central governments for “Forensic Science and Counter Terrorism” is about USD 2.3 billion. Of this, around USD 1.1 billion is available for “drug-control and quitting”.
    3. In MAY each year, the MPS sponsors one of two bi-annual trade seminars/exhibitions to co-ordinate the expenditure of these funds. In ‘even’ years, the exhibition is called the “China International exhibition on Police Technologies and Equipment”. In ‘odd’ years (ie this year, 2011, 2013 etc), it is called the “International Equipment Exhibition & Technical Seminar of Forensic Science, Narcotics Control and Counter Terrorism”
    4. The exhibition is targeted at the following organizations:
    Public Security
    The Procuratorate,
    The Law court
    The Military army
    Armed police
    Special Forces and Counter Terrorism
    Customs
    Anti-Smuggling
    Narcotics Control
    Railroad
    Civil Aviation
    Fire Control
    Public Security and Protection
    Forensic science institute
    Related personage from colleges and Universities
    5. This year’s event is scheduled for May 20-22 in Bejing.
    6. The event is actually organized by the Ministry of Public Security’s Institute of Forensic Science – which I think is where our new Professor employee comes from - and the Forensic Science Association of China
    7. According to the organizers of the event, more funds have been appropriated by the central government this year because of “an urgent need to strengthening the force of forensic science, counter terrorism, narcotics control in China” and the need to “increase personnel and furnish them with more advanced equipments and devices”
    8. The MPS channels some of the funds to its own subdivisions and other organizations - including forensic science, narcotics control, border defenses, police, customs, civil security, special law enforcement services, counter terrorism organizations
    9. The exhibition organizers also point out that because “the relevant equipments and devices for forensic science, counter terrorism, and narcotics control are not well and fully developed in China, quite number of them needs to be imported annually from overseas, and the market is huge in consideration of so large a country with 1.3 billion populations”.
    10. They stress that “overseas companies will benefit abundantly from the participation by getting sales order for their products, building up partnership with local business people, exploring more business opportunities in China” (I believe that, with SiYi, we are well and truly on that path)
    11. As well they tell us that “there are about 15,000 policemen for Narcotics Control in China, majority of them are not well equipped with drug-control inspection devices, weapons, bullet proof vests and helmets”.
    12. The event is the only professional trade exhibition covering all aspects of Forensic Science, Narcotics Control and Counter Terrorism in China – and is only held every second year in May.

    NO WONDER MPS NEEDS TO COMPLETE THE FIELD TRIALS BY THE END OF MARCH.

    It seems they are probably looking for final approvals by the commencement of the trade exhibition in late May.
    We were told in the December update to expect SiYi to provide sales forecasts in the March to June period. Much of this will obviously relate to the April budget allocations and the May trade exhibition.

    If we can secure just one tenth of one percent of the US$1.1 billion available for drug control EACH YEAR (i.e. US$1.1 million) we will be well under way!
    Of course, if authorities like our device, it could be more.

    There is still obviously risk (field trial success). But if we get through that, it is not rocket science to see what processes and quantitiies we will get access to!
