That's not how I understand clinical trials.
Safety is phase 1/2 Phase 2 is looking for signals (I hope there is more of a signal in their new pediatric data), Phase 3 is properly testing efficacy.
If there was 'no doubt' about efficacy they would have been bought out long ago.
