Why would you consider power line construction and electricity supply (largely hydro generated) agreements to be 'fluffy'? The opposite really - critical infrastructure that progresses mine development closer to FID. I don't hold BKT, but do have a position in an entity that benefits from such infrastructure.
The rise in BKT SP is arguably more in response to the lifting of an SML notice of default issued by Tanz gov a month or so ago. Eased concerns of a major rug-pull, considering the spectre of sovereign risk that hovers over most African projects.
