The new mining code is all but in place and my understanding is that is is positive for foreign mining companies.... as I've said before, the World Bank wouldn't throw half a billion dollars into a major roadworks project without the likelihood of a significant impact on the economic growth and prosperity of the region (ie "we will help you create the infrastructure if you facilitate economic stimulation" - for example, approve some new mines).
