Hi Rep, constant supply of small sells sounds more like a broker continually loading up supply. Small holders don't generally have full service brokers to control their exit and I doubt if most small holders would bother exiting at these prices, though perhaps for tax loss selling.
Lack of big buyers seems more the problem. Perhaps they are all waiting to buy them of the unmarketable parcel buyback you are proposing. Often the SP seems to drop significantly prior to one of those, makes it cheaper for the big end of town to aquire all the unmarketable parcel as well as making more available as more holders fall into the unmarketable category the lower the SP goes.
Good for the brokers though
