I think the latter Value. I know Snowy 2 was a financial disaster due to the operators rushing into the tunnelling before they got proper geophysics of the bedrock etc.
I believe going forward, hydrogen will not cut it as grid based power generation. It's going to be solar, followed by wind (which is more expensive then solar - especially offshore) and believe it or not it's going to be nuclear as the intermittent backup for base load renewables. Pumped hydro will play a big part in the renewable mix going forward.
