Evolution is solidly a theory (in science so not at the scientist), now anthropogenic climate change is still a hypotheses (in science so not at the scientist either) ...it's easy to understand the differential if you compare and contrast those two fields modernly and historically.
Trouble great swathes of scientists per capita and philosophers/spruikers too are quite frankly well disturbed in one way or another and hence the confusion...if one might call it that.
