That is called Well to Wheels. And yes if the source of electric is burning Hydrocarbons Evs only real advantage is regenerative braking for a car. this can really boost efficiency. But the increase is very dependent on driving style.
It will take a few decades but hopefully our power will go non carbon. JMO Some sort of nuclear is critical to achieve this.
