Well, thanks for the considerable discussion everyone. I would think many are buying for the dividend (44.5% according to Commsec today, 16th) so if they don't intend to pay it whilst denying that anything material to the share price is undisclosed then that would constitute misleading and deceptive behaviour in my book.
