It's not 1.9MT WO3 that Icon are looking at - you have confused that figure with the ore containing the % of WO3.
For example:-
Using Icon's figures,

The tailings contain 1.6MT of material grading 0.11% WO3 = 1760T WO3

The open pit contains 1.05MT of material grading 0.1% WO3 = 1050T WO3

Beneath open pit contains 9.6MT of material grading 0.2% WO3 = 19200T

Of course these estimates are exactly that - estimates. They need to be verified, which is what Polymetals are doing at the moment with the tailings and further drilling in and around the pit may confirm
