IMO, TOL will be given BEFORE the briefing perhaps in the morning or shortly before the briefing after the market close. Otherwise, there is nothing to explain in the briefing. There is no point in having a briefing on nothing new and then giving the TOL later.
Last time, AELB had all their briefings After the TOL was approved.
