A bid prior to completing appraisal simply wears more risk and hence warrants a lower offer. After successful appraisal, a premium needs to be applied. Any potential bidder may also have requested the data to enable them to make an accurate bid. Whether that requires a TH is another question, however I'm sure there are ways around it through non disclosure agreements etc.
