It is most likely someone with a large holding that has instructed their broker to sell. If they dumped their holding all at once with a stock of such low turnover it would send the sp way down triggering stop losses. They feed small parcels into the market allowing the buy side stack to refresh.
Brokerage would be determined by the daily volume rather than individual trades.
