The only difference (if any) IMHO is prior to this Harmony could possibly be thinking CMQ will renogotiate better bond terms with Stark and therefore they (Harmony) do not have to redeem the bonds.
When there is no possibility of renegotiation, Harmony has to give the redemption notice, otherwise they could be 10 business days too late lining up behind Stark!
Looks like it is a fight to the death battle.
