Why would someone exercise their options now without waiting...

Why would someone exercise their options now without waiting for the replacement plan to be approved .

Just had another thought , who is to say that the early execise plan will be passed .

Only those who hold the fpo's will get to vote on the proposal, as they dont gain the free 07 oppie , why should they pass the recomendation
