They still need to wait and develop in time with the other companies/techs that will progress the Brown Coal Pilbara. Remember what happens when a single company attempts to develop new brown coal deposits? Protests at company agm, stirring up the locals, protesters chaining themselves to drill rigs e.t.c.

If they progress their cdp plans in the valley ( I still suspect it will be built in Indonesia) in sync with the BCP then the approvals process will be easier and they will be just one of many targets for green protests.
