I wasn't thinking foreign aid. I was thinking more along the lines of trade and economic investment.
In the end though, it's up to the people of the country to ensure their leaders aren't despots and that economic benefits flow.
The Western World wasn't always democratic, millions of people died along the way to get to this point. The people of the Middle East and Africa need to walk the same path rather than scurrying off to the nearest economic safe haven and expecting to be provided for.
