Late entry to this conversation.

This article might be of passing interest. Does not relate to ARR specifically, but more to Chinese companies trying to break into India in general. It seems the numerous middlemen problem is common. Of course ARR deals ultimately with state and central government rather than individual consumers, but attitude to outsiders may be the same.
I've no idea if India will see ARR as essentially a US co or a Chinese one - may not matter.
