I wouldn't discount the possibility that the CR is related to the recently implemented deal to provide lottery products via the internet (in addition to the mobile phone platforms).
Bryan was unusually upbeat in the announcement - as follows:
“I believe we are in an enviable and unique position in China with agreements to operate online and mobile lotteries and wagering and to also be able to collect online payments over the Internet and on Mobile phones. I am not aware of any other foreign company with the rights to do all of the things we can in China. This presents SmartTrans with a tremendous opportunity to follow the lead of some very successful online gaming providers, but to do it in China.” said CEO, Bryan Carr.
I would be amazed if the CR was not strategic after using that sort of language.
