I would expect that a CEO should be able to manage his time well...

I would expect that a CEO should be able to manage his time well enough so that he can achieve all of what you have listed above, and also perform his commercial duties as a director. Stating that he's "too busy" to provide a quarterly announcement isn't good enough - I'm sure CEOs at most companies are "too busy", however they effectively delegate.

It's a nice thought that PO is drumming up business across the globe, but that doesn't relieve him from all his obligations running a company. If this truly is the case, then he needs to delegate responsibilities to his marketing or business development manager.
