I vaguely remember some general discussion of this point in one of the old interviews with Ian Chalmers. Not necessarily relating to the niobium circuit, but regarding proceeding step by step .
Note that our flowsheet produces Nb- oxide as a concentrate first. If we could reasonably sell that stuff (even though at lower prices, e.g. to these guys http://www.americanelements.com/niobium-concentrate.html) it would be a natural place to proceed step (NbO) by step (FeNb) when building the plant ... Not sure whether the permit would need to be adapted, though ...
As for numbers for the FeNi plant. there had been one rather confusing NR out there once but I cant find it right now ... :-(
