Nothing's going to change mate.  The casino doesn't care if the operators shave the dice, lest they move to another casino.

This episode is not really that uncommon and IMO, is not a scrap on Proto's (PRW, Andrew Mortimor) Lindeman Bore debacle, which rather than hidden among seasonal festivities had its own parade and fireworks show.  Since then we've had the 2012 JORC code implementation, which is good as there can be gems in the appendices, but does little to clean up the game.

The best we can do is name and shame.  HotCopper ranks highly on Google searches.  So a plug here may have some effect.
