exploration funding

The coy has already booked the rig for next 2013 first half drilling,part exploration part appraisal,if I understand correctly. They expect development of Gazelle to be debt funded.But they have neither farmin partner nor funds to pay the rig for the exploration.I see this as unusual..what am I missing here.This is NOT a speculation of management incompetence .
