The only thing that I can think of that may be a possible reason for this? is that these EOD teams will also be the ones to fix any problems with metalstorm weapons when they are fielded, as metalstorm weapons are more electronics orientated than mechanical, perhaps a normal armourer doesn't have the required skillset to be able to repair the electronics? perhaps these kits are for these EOD teams to learn how to repair mst weapons that are bought, if in fact they ever are?
