IMo and it is ever so humble there is more to this than meets the eye in that

1) the contract provides dollars and work for MST US to tide it through to the end of this FY - the boys have jobs and the coy can pay them.
2) the work requires a knowledge of the stuff they are good at And tests whether the coy can acquire assemble and ship to multiple locations from multiple source suppliers - so it tests their logistic ability to source, assemble and then supply to multiple end users in widely separated locations.
3) this work requires the building of relationships with end users of stuff most of which users will also be recipients of MST stuff if the Marines go ahead with any MST tech.
4) If they make a complete cock up then the Marines haven't committed to something irretrievable
5) if they make it work well then lots of brownie points for the next contract evaluation

So this is sort of lets see what they can do in the real world not the prototype world.
