When good people are working hard and getting on with life, the bottom dwellers in the pond rise out of the slime and start to fester and support each other in all facets of life ie: politics, judiciary and media. When they get bigger and strong enough they start to believe in themselves and that all the good everyday citizens need them. That's when the rot starts to set in as they compete against each other. They then start to disregard the people they are supposed to look after and the they start to consume each other to further their powers.
