Export Credit agency financing - how does it work?

I am a noob to this topic and Google did not help me out. Can one of the experts step in?

Basically some sources claim that a Export agency can lend money out and this money can be used like bonus equity for the remaining debt financing. That said, its a huge efford to prove that your project deserves it.
Other sources claim that Export Credit agencies Cover only political riks if you want to source stuff from politically unstable regions, say e.g. Mali.

The sources I found did not seem reliable to me, can any one help out with real Information and maybe a example how it can work for vulcan energy?
