Well it seems that the RXM Hillside Study Project Director (John Burgess) has initiated one phase of the project and gone to the market requesting expressions of interest for relevant work packages.
These work packages include the various tasks/activities associated with the project ranging from transportable buildings, jetty works and bulk excavation amongst others.
Interestingly the expression of interest for these packages opened in June 2014 and "partially close" in December 2014.

Suggest to download the following file from this website "Austmine Presentation by John Burgess". This presentation dated May 2014 does not seem to have been provided to the market and consists of the various infrastructure works that need to be in completed prior to the commencement of mining. A good overall perspective of the works involved.
Would be interesting to see if RXM makes a reference to the above tendering process in the next QA.
Even better an announcement of approval by DMITRE before then would be better.
