Probably not that simple. I can't think of the drilling company appointed - "Golden something?" but the first ones appointed back in late 2019, Erdenes (actually Erdenedrilling I think) are part of the Erdene Group who in fact are competing against EXR. You will find Erdenes Methane LLC are doing the same thing as EXR - as are Jade (ASX: JGH) all within the Tavan Tolgoi PSC. I just have the feeling that Erdenedrilling are simply the most convenient (and lowest cost) option available mainly because they are already drilling (in their own interest) in their own PSC located within the boundary of EXR's Nomgon, at Tavan Tolgoi.
