It clearly says Tincom/ECT etc have factored in all the enviro/rail/port issues to the 2014 time frame.
In Africa - the Chinese bluntly build rail/port or whatever to achieve what they want. I see this project similarly. Who are Tincom's customers? Who are ECT talking to now? Kos emphasised Matmor today!
China is the focus...and if there is a wiff of a Chinese coy getting serious - we are away.
Either way - Tincom (Viet Govt) is underpinning the project.
