I think a take over is the only viable option to get this off the ground, it's too big of a task for little ole' RXM. As it's not the highest of grade deposit, an experienced miner (with cash) is required to bring the depth of knowledge and know-how of starting a project of this size.
The available infrastructure and shallow low cost ore extraction will make this a viable mine if the right party takes it on. There's also many other cost savers ie. no FIFO expenses, no camp to build , wages won't need to be as high due to location, proximity of port etc etc - to name only a few.

We just need the right people involved.
