Let's not forget that the 'deadlines' are in fact when the VEC management anticipates it will be completed. You then need to factor in that there's other players in the deal and VEC cannot control what they do and how efficiently they do it. Also, the other players in the deal are not listed entities and so the 'deadlines' don't mean as much to them.
