The BLM does give that time frame between draft and final EIS, but its noted as "no earlier than 45day" after draft is published. I thought it was a 30 day public comment once draft is released (not 45 day?), which gives the BLM a min. of 15days from close of public comments to update the EIS (if any updates are needed) and publish the final EIS. Which makes sense why a min. not a max. is specified, they don't want to put a cap on it as it depends on how many comments there are to address.
