DEVELOP.
It doesn't mean install. It doesn't mean to build existing technology .
It means invest, start to exist, to advance. You know, like places in the west do . Like the University of New South Wales where significant development work was done on solar cells. Not only were the cells improved and advanced, many young scientists ( real ones, ahem ) were trained enabling them to export the technology to the developing world.
