"We're going to know by Friday, maybe even earlier whether Phil is going to take up another 10%.

TD is only 2,130m, so not knowing the local rules for surface casing setting, (usually to do with water tables onshore, but maybe none offshore Indo), I'd take a stab at the 13-3/8" surface casing running to about 20% of TD.
We'd then have about 36hrs or so to drill and set the conductor (30" or 20").
That means the 17" hole only has to go down to about 426m for that casing run. This is where Phil has to make his decision, before they run the 13-3/8" casing into the 17" hole."
